The recent unprecedented surprise two-day visit by the Director of the Central Intelligence Agency (CIA) William Burns to Moscow for talks with his counterparts has triggered considerable discussion within retired spook circles in and around Washington. Even among active CIA employees the preparations for the trip were tightly held with few advisers briefed on the agenda that had been prepared for the meetings, which were clearly initiated at Langley’s request.
