Joe Biden said he would not pardon his son, but he did. Pardons reside with presidents and governors and are supposed to be used to correct an injustice or when a service has been done by the pardoned person that offsets the harm of the offense that is pardoned. But pardons are often used for non-legitimate reasons, such as Bill Clinton’s pardon of Marc Rich and Clinton’s half brother, Roger Clinton.
